Raipur: Chhattisgarh High Court has put stay on 6 out 8 diploma courses in the College of Physicians and Surgeons (CPS) on Monday.
A division bench comprising of Cheif Justice Ajay Kumar Tripathi and Justice Parth Prateem Sahu said in their order that “No admission will be granted at any institution in the State of Chhattisgarh for any other courses except Diploma in OBG and Pathology till further orders.”
These courses which were introduced by the government in various district hospitals in the state including Medical College Raipur about three months ago are not recognized by Medical Council of India.
Petitioner Dr. Rakesh Gupta said that CPS is private institution in Mumbai which was established in around 1930 and runs many private courses in various institutions across the country.
“But in last 8 years, the Medical Council of India, the Supreme Court and Bombay High Court has been questioning upon the quality of education and teaching method of such courses”, he said.
Gupta added saying that the honorable courts have also gave different rulings that the institute doesn’t stand upon the guidelines given by MCI, the quality of education is very poor and the doctors who pass out from such institutes are not capable enough to do work and can practice only in the state in which they pursued the degree.
Gupta said that when Chhattisgarh government commenced such courses in the state, many doctors protested against it. We took the matter to the health Minister Amar Agarwal and the government and tried to explain them with all proofs but no action was taken from their side. Consequently, we had to take the matter to the door of the High Court.
He added saying that we presented many related documents including orders from the Supreme Court and Bombay High Court on the basis of which the Chhattisgarh High Court has put stay on 6 subjects. In the next hearing we will present more documents in the court for the rest 2 subjects (pathology and gynaecology) and will try to put stay on them too.
Gupta said “The counseling for the courses has been started and 15 seats have been allotted out of 32. I have requested Registrar of Medical College to hold the process of third counseling which is going to be held on Tuesday for 17 seats”.
Besides he also informed that the fee of each diploma course is around Rs 12.50 lakh per year although as per the council’s guidelines the fees should be around Rs 4.50 lakh per year. The next proceeding of the court will be after 4 weeks.
