In 2002, that time Chief Minister of Chhattisgarh, Ajit Jogi had dissolved the Bilaspur development authority, saying it was not necessary. Apart from Raipur, Bilaspur Development Authority was also kept in this area. In addition to dissolving the BDA, the property officers and employees of the Authority was transferred to the corporation.

After 16 years, the reproach of the formation has started again by General Secretary of congress, Atal Shrivastav. Chief Minister Baghel, who came on a one-day trip to Bilaspur, agreed to form the BDA formation without any reluctance on the demand of Atal Shrivastav, and announced for that.

However, since the announcement of CM, the stimulation of the claimants from BDA Chairman to the Vice President and the Board of Directors has increased. The claimants have started exploring the possibility through their contact formulas.
